PLANNING BOARD

MINUTES OF MEETING

DECEMBER 5, 1996

PRESENT:  Chairman Paul Adams, Jeff Jordan, Jeff Andrews, Steve MacCleery, Harold Arey, Ron Lesieur, Stanley Brehm, Tracy Scott, Secretary Andrea Deachman
Chairman Adams called the meeting to order at 7:04pm.
Chairman Adams informed the Board Doug Hamel would not be present tonight, but was available if we needed him from home.  Chairman Adams stated that Tracy Scott would be a voting member tonight.

Board members were requested to review the minutes of November 7, 1996.

Motion was made to accept the minutes as written.


PUBLIC HEARING:                         Robert Adamsky
                                                Lot Line Adjustment
                                                Right of Way Purchase
                                                Map 2, Lot 30 & 32B, Horse Corner Rd.
Abutter Ruthann Adamsky was present with no comments or concerns.

Ernest Veinotte Registered Land Surveyor presented the Board with the final plans
after review of the plan Chairman Adams requested as motion be made.

Motion was made to accept the final plan.

PUBLIC HEARING:                         John Sabol/Blanche Willinger Property
                                                New Home Occupation - Change name
                                                and add 1.
                                                Map 9, Lot 126, Webster Mills Rd.

Mr. Sabol informed the Board he would be unavailable at the November 7, 1996 meeting, secretary Deachman made an error and scheduled the public hearing.  Mr. Sabol called and reminded the Board he would not be attending the meeting.  One (1) abutter was present and concerned about notification as to the next hearing.  The Board was in agreement as to a continued hearing with abutters being notified by regular mail.


PUBLIC HEARING:                         Mike Anderson
                                                Home Occupation - Small Engine Repair
                                                Map 4, Lot 160, Dover Rd.

Mr. Anderson passed out to the Board several sketches and documents about his property.

Mr. Anderson is going to have a company pick up all oil and dirty rags to clean off site.
Mr. Anderson will be registering with the state on small engine repair incase of problems.

Motion was made to accept the home occupation.

PUBLIC HEARING:                         Bruce Luksza
                                                Subdivision
                                                Map 9, Lot 19, Swiggey Brook Rd.

Abutters present:  Mr. & Mrs. Martin Lawrence, LouAnn & Robert Lowe, Mr. & Mrs. Robert Mcanney, Gene Smith, Brian Cavanaugh and Geoffrey Seymore.

Mr. Luksza presented the Board with plans for his subdivision.

Mr. Luksza was advised to remove Note #3 from his plan as it is restricting to the lots and the Board also will need state subdivision approval and soil types for the test pits.

A Board member would like the Board polled as to whether storage building can be a permitted use.

Motion to poll the Board.

Board polled 4 yes 2 no.          (Passed)

Poll the Board as to whether storage building is permitted use.
2 yes, 4 no.                    (Defeated)

Motion that subdivision will be accepted after the state subdivision approval numbers have been placed on the plan and the elimination of Note #3 on the plan.  Continued until next month.

                Brehm/Lesieur           (Defeated)

Motion that subdivision will be accepted after the state approvals numbers have been placed on the plan and continue the meeting until January 2, 1996.

PUBLIC HEARING:                         Bruce Luksza
                                                Site Review - Office, Storage and
                                                Repair Garage for Hillcrest Paving
                                                Map 9, Lot 19, Swiggey Brook Rd.

Abutters present were the same for Mr. Luksza’s subdivision.

Mr. Luksza presented the Board with plans done by his surveyor, even though Mr. Luksza gave the surveyor the site review regulations and check list the plan was of both lots not the single lot on which the site review is being considered.

Mr. Luksza will speak with his surveyor.

The abutters showed concern as to the repair garage.  Mr. Luksza did not want repair in the title but the Board was trying to help Mr. Luksza get his building up and his equipment undercover.  

Some members of the Board felt a joint Board meeting between the Zoning Board of Adjustment and the Planning Board would be needed to solve Mr. Luksza’s situation.

After deliberation the Board came to the conclusion this is the basis of operation for Hillcrest Paving.

Motion was made to consider permitted use office/storage building for Hillcrest Paving, Inc.

Preliminary Hearing will be set for January 2, 1996, with Mr. Luksza providing site review plans for the lot involved.

Motion was made to adjourn.
